So you get different prompts about location usage. One is to "Allow APP to access your location even when you're not using the app"?

Does this mean it only uses location if the app is open but in the background and not if the app is closed?

And what does it mean when it is always using the location? Does it mean it uses location whether app is in the background or is closed?
 
You got it.

To allow that "while you're using the app" means that after you press the home button/change the app and after about 5 seconds while it goes to suspension, location services won't be used anymore by said app.

"Even when you're not using the app" means exactly that, in the background and probably when out of the RAM too, BUT it doesn't mean that it's going to use location ALL THE TIME. The app is going to use location periodically as needed to update data in the background.
When an app is using your exact location like EVERY SECOND the status bar is going to change and tell you about it, like the transit directions in Google Maps.
