I just discovered this by accident and have not been able to find it documented anywhere, so this may be a world first. Or maybe not...

Using a trackpad, if you place the cursor in a safari scroll bar, (or Finder) and drag up or down using 3 fingers, it scrolls at a very fast rate, as if it was a click and scroll. Only really useful for long windows.

You must have the scrollbar "active" (by placing the cursor on it) and place the cursor on the scrollbar itself.
Then the scrollbar "follows" the cursor, which gives greater speed.
 
This is exactly how it worked many years ago before the scrollbar auto-hid. You're basically dragging it.

I assume you have the "three finger drag" trackpad feature on since there's no change in behavior when its off. The "click in the scroll bar to" option, in General Settings, also effects this behavior.
