I have filled up the new iPad with 2048x2048 photos from interfacelift.com.

I would like the photos app to show these particular photos at 100%, by default. The way I do it now is by clicking "Use as wallpaper" which will zoom to 100%, then click Cancel and then tap to get full screen view (remove the chrome). This ofc works fine, but it requires 3 clicks every time.

It would be dandy if there was an app for viewing photos that would simply let you control the default way to display a photo.

Perhaps I'm misunderstanding the problem, but can't you just double tap the photo in Photos to zoom?

It zooms too much. I want to view these photos at exactly 1:1 mapping. Anything else than 1:1 causes them to be subjected to iOS's scaling algorithms which take away some of the detail.
 
Look into an app called "Stash". It has a great thumbnail display, folders, smart albums, 5 star rating system. Its what the default photo app should aspire to be.
