This sounds like something that'd be all over the internet, but I've found zero discussions about such behavior. And I see it happening on multiple apps, and multiple machines... 😨

We use MacPro2013's and iMac2014's here, running 10.14.6. They're set to "allow apps downloaded from app store and identified developers." Upon install, we got the familiar "can't be opened because the identify of the developer cannot be confirmed". "Open Anyway", no biggie. However... this has to be done every time the app(s) is launched. Reboots didn't help.

I thought it was app-specific, but now I've seen two completely different apps (FarmersWife and Forklift) do the same thing. And I thought one app didn't update its developer certs, but that's not it.

Any ideas? Could it be some Keychain corruption, or Gatekeeper doesn't use Keychain to store approved apps or dev signatures?
 
Forklift? That is surprising. I use it all the time and it does not trigger warning - ever, even first time. Same system. I am sure BinaryNights is registered developer. They are commercial developer, they more or less have to be.

Are you sure these are legit applications and not modified (aka cracked) versions? They could be downloading some payload and therefore changing their signature all the time?

I would contact BinaryNights. May be first install new version downloaded from their web site and if that does not help, ask them. This is very suspicious.
 
You could try this command in terminal:

sudo spctl --master-disable

This will DISABLE Gatekeeper by restoring the "anywhere" choice in
Security & Privacy/General/Allow apps downloaded from:

I do this on all my Macs, but it's up to you to decide whether or not to go this direction...
