Unistall/Reinstall iTunes Question

If I remove iTunes in add/remove programs, when I reinstall, will my music/music ratings return? I think I deleted a driver and although I can import cd's, I can no longer burn cd's. "Disc recording not found" displays in the window whenever I press "burn disc." I did a search and others said to uninstall and then to reinstall to correct the issue. The thing I don't understand is why it's no longer working as I have already used the Recovery and Applications/Drivers DVD software to fix the driver. As I mentioned, it worked well enough that I can now import cd's again, but I'm frustrated that I can't burn discs. If anyone knows what I'm talking about, I'd appreciate the help.
