Universal clipboard not working on iphone XS but works on all other apple devices

I have an iphone XS and since i got it, universal clipboard has not worked on it. but works fine on my 2017 ipad pro, macbook, i phone se, ipad air 2. everything. but not iphone. handoff,icloud,bluetooth,wifi all working fine on iphone XS. what else can i try?
