Universal Clipboard only works in one direction

I have an iPad Pro 9.7 and iPhone XR, both running they latest iOS updates. The Universal Clipboard only works in one direction. I can copy something on my iPad and paste it on my iPhone, but not from my iPhone to the iPad.

Any thoughts?
