Universal Control Clipboard Not Working Properly

I have the following devices:

M1 Max 16" 32gb 1tb (Ventura 13.6)
M1 MacBook Air 16gb 1tb (Ventura 13.4.1)
Ipad Pro 12.9 (iPadOS 16.7)

I can copy and paste from M1 Max to iPad Pro and vice versa.

I cannot copy and paste from M1 Max to M1 Air and vice versa.
I cannot copy and paste from M1 Air to iPad Pro and vice versa.

I have run these commands in terminal on the MacOs devices:

defaults read ~/Library/Preferences/com.apple.coreservices.useractivityd.plist ClipboardSharingEnabled

defaults write ~/Library/Preferences/com.apple.coreservices.useractivityd.plist ClipboardSharingEnabled 1

Is there anything else I can try?
