Not again...
Yeah……good luck with that.

Not again...

First of all, this is not unlocking the phone at all. This is using settings that the user has left enabled (or even enabled themselves) in the Touch ID & Passcode settings under the "Allow Access when locked" section and in Settings -> Siri. Since he does not show those specific settings in the video, I'm assuming he has at least the following enabled:

Settings -> Siri -> Access on Lock Screen -> Enabled
Settings -> Touch ID & Passcode -> Reply with Message -> Enabled

Additionally he has Control Center accessible on the lock screen as well. (Settings -> Control Center -> Access on Lock Screen)

It's probably recommended to keep these settings disabled, or at the very least disable access to Siri from the lock screen.

I don't think keeping Hey Siri on decreases battery life. The Coprocessor which is required for Hey Siri is always 'running'. It would be running regardless if Hey Siri is enabled or not. I have not noticed a decrease in battery life from it.

OP, you should check the definition of 'unlocked'. Even in the video, you can see the locked icon at the top of the device.

I dont use that either.
I found that if the phone actively always listens for the "Hey Siri" voice command then the battery seems to drain faster.

I'm quite pleased with the battery life of my 7 (NOT PLUS) running 10.1.1

SPOILER: 9+ hrs of usage and 37+ hrs of standby

I have push accounts enabled, some background refresh on, and I only kill apps that ignore the background refresh toggle. I also have about 3 dots or signal all day and keep auto brightness on.
