i just paid off my dad’s AT&T iPhone 6S, the phone is not being used since he switched to T-Mobile and got a new phone, T-Mobile reimburses is to pay it off when he did the switch. Now I want to unlock it, if I call AT&T will they unlock it for us? It does not have a phone number accociate with it.

Just go to the AT&T unlock portal
https://www.att.com/deviceunlock/ and fill in the online form and AT&T should unlock it for you.
