Unlock before or after upgrade?

I'm planing to upgrade to a new iPhone but am not sure when to get my old one unlocked. Does it make any difference if I do it BEFORE I get the new one or AFTER? I want to unlock my old phone so I can use it for overseas travel.

Shouldn't matter. Which carrier do you have?

What carrier is it locked to now.
Typically when you update to the new device your old phone becomes eligible for an unlock.
Before that and if its still under contract they wont unlock it for you.

It's with AT & T, and is upgrade eligible. I sort of remember that someone told me to have it unlocked before I upgrade to a new phone, but that didn't sound right to me.
