So I recently upgraded my phone on Verizon from the 4S to the Galaxy Note 3 and now I want to unlock/root my 4S so I can use it internationally.

My phone is already supposed to be unlocked by Verizon for international use but the unlock does not work. I was in China recently and tried to put in a SIM and activate it over iTunes over WiFi but no luck. The phone kept saying "the SIM is not compatible with this device" so to hell with that - not going to risk trying that again :mad:

Is the Jailbreak/unlock for iOS 7.1 out? If so is it simple?

You seem a little confused with terms. First, rooting is only for Android phones. You don't root a Windows Mobile phone or an iPhone. You jailbreak an iPhone and for WinMo phones, I don't know what that's called (or if anything like that exists).

Secondly, your unlock issue is with Verizon and has nothing to do with a jailbreak. Plenty of iPhones in the world have been unlocked but not jailbroken.

An unlock and and jailbreak are two different things. Call Verizon and verify your unlock.

As to jailbreaking, no, there is no current jailbreak for iOS 7. You'll have to wait.
 
I have an iPhone 4S on Verizon, and e-mailed them and they unlocked it for international use. Went to U.K. and had no trouble getting a sim from "3" and using it. No jailbreak needed. However, if the china network you are trying to use was CDMA, that might be the issue.
