While I was in Belgium I bought an unlocked iphone 3gs from an American student. In BE unlocked iphones are completely allowable and encouraged. I haven't used the thing in at least six months but I tried to turn it on the retrieve old pictures. Here's what happened:
1) I plugged it in when it wouldn't turn on
2) Normal "dead but charging" screen
3) The apple start up screen
4) Phone turned on before immediately shutting off and returning to the dead but charging screen.
5) It has not been following virtually this same pattern for the past hour.
Is this what they call a "bricked" iphone? What should I do? Would apple care if I brought it to them and explained it was purchased abroad, where unlocking is allowed?

It's most likely a newer model 3GS with the iPad baseband on it and the radio fried sending it into a reboot loop.
