Unlocked AT&T iPhone 5S at Apple Store

Can someone please confirm that purchasing an AT&T iPhone 5S from the Apple Store at full price $649 will unlock the phone?

I've been getting misc. reports from Apple Store employees and AT&T employees.

The threads online say that the phone is unlocked but there aren't any confirmations from actual users.

Paid full price for my AT&T 5S at an apple store, restored through iTunes and said it's unlocked.
