If I buy this, will it be unlocked for international travel?

What's a good price for an unlocked 4, preferably refurbished, in excellent condition these days?

It's no problem if it's locked to a US carrier, I would use it internationally as a cheap secondary phone / cheap iPod Touch replacement for music, nothing fancy.

Is the latest released iOS 7 of acceptable speed on iPhone 4 at least?

I believe that the verizon iPhone 4 model does not have a sim card slot (While the 4S does), so you would need an account with verizon in order to activate the iPhone.

If you don't want to use it as a phone it should work, I don't think apple still requires cell service to use it as an iPod. But you'd be much happier with an actual iPod touch and they aren't that expensive.

$75 vs. $200. Sure, the Touch is a nice device, but I can't justify its price for what I's use it, vs iPhone 4.
