I had an unlocked iPhone 5 that was replaced at the apple store. It shows, to apple that the original phone and the new phone should be unlocked. However, when I connect to itunes, I don't get the congrats message -- ever after a DFU restore.

Apple swears it's actually unlocked.

But, I can't unlock it.

Anyone seen this issue before? Fix?

once a phone is unlocked, you'll never see that message again. Maybe that phone is already unlocked? just put a different SIM into it and see if its truly unlocked or not. or run an IMEI check online.
 
The "congratulations" message comes up randomly. I restored my iPhone 4 3 times before the message came up. Try putting in a sim card to see if it works.
 
It shows unlocked, but I've never seen the message.

All my other iPhones show the message just fine.....

I have 2 unlocked iPhone 5's... One always shows the "congratulations" message when I restore and the other showed it once and never again. It's totally random.
 
I managed to get a T-Mobile SIM to test; and, sure enough, it activated within about 5 seconds. So, all's good.. But, still no Congrats message. Strange stuff..
