Unlocked iPhone Process?

So I had my iPhone unlocked from AT&T. The instructions say backup the iPhone and then restore from backup and then you'll receive a message stating it's unlocked via iTunes. Is that how it's done? Restore from backup? It hasn't worked for me. I checked the IMEI to see if it was unlocked and it was.. Just wanted to be sure.

Some times you wont get that congradulations message but as long as it shows unlocked on various imei check sites and works with other carriers sims then it is unlocked.
