unlocked iphone push notification problem

Hi, I'm using an unlocked iphone 3gs, on tmobile... I didn't hacktivate it, I used SAM and did revert lockdownd to stock, and imessage and everything works fine. However, push notifications don't work sometimes. After running my own tests, i've determined that push notifications don't work, ONLY if my phone is in sleep mode, and not plugged in, running on cellular network... If it is in sleep mode, but plugged in and running on wifi, notifications work fine... Otherwise, I receive notifications when i wake my phone, or sometimes they come in 10 minutes later. This happens with imessage, twitter, instagram, and everything else. thanks
