I am still trying to understand the sim card terms from the CDMA carriers. After 60 days if I call Verizon and ask them to unlock the sim slot, does that mean I can use the iPhone 4s on other carriers in the states? Could I go and get an AT&T sim card and use it in my verizon 4s?

I am not 100% but with other Verizon world phones they would still be locked to other US carriers but would allow you to use any foreign carrier sim when overseas.
