Any carrier will sell you an unlocked phone and I know Verizon will ask you if you want it world unlocked but I don't know what options the gs4 will have because some countries are getting different chip sets.

For instance I bought a unlocked phone from Verizon but it was a CDMA phone and would only work on CDMA networks
