I have an out-of-contract 5S that I'm waiting to unlock. AT&T says it should be processed tomorrow.
I ran a RESET ALL SETTINGS and installed OSX 8.1.1 .
They said to backup and then restore the phone from iTunes. Is that correct?
Is there a free way to confirm that it has been unlocked?

What's wrong with connecting it to iTunes? I've unlocked a few phones and just connected it to iTunes once I got feedback that it has been processed and while setting up the phone you'll see the message that the iPhone has been unlocked.

There is no need to go through iTunes. The IMEI unlock is whitelisted on Apples servers. Insert another carriers SIM card if it activates and shows service your good to go otherwise it will say invalid SIM.
 
Don't need to restore anymore. Just put a different SIM in and it will ping Apple's servers to see if it's "allowed." If it goes thru... it's unlocked.
