unlocking an AT&T iPhone?

Has anyone successfully unlocked and AT&T iPhone? I am asking because I am picking up the 5 tomorrow and have a buyer lined up for my 4S and she is on T-Mobile so she needs it unlocked. I am aware it needs to be off contract and that an online form needs to be filled out. Is there anything I should know about the process? How long did it take for you to see it unlocked? How did you know it had been completed?

It takes 5-7 business days for ATT to unlock the IMEI. After you receive an email from ATT, you will have to restore the phone via iTunes to unlock it. Or you can pay eBay sellers for the unlock, unlock_fusion chargers only 9.75 and unlocks the IMEI within 24 hours.

how do these sellers do it? 9.75 seems too low to have a deal with a carrier made. are they doing it through illegal means, like an employee inside the carrier that has access to IMEI unlock?
