Unlocking an iPhone 4S?

Friend of mine wants to trade me his 4s for my 4th gen ipod because he can't unlock it(even with the advice I gave him) so he just wants to trade m and cut his loses. Thing is dont know where to start looking for fixes. Im not trying to use it as a phone or anything either just music and netflix. He said its on iOS 7 and he can't unlock it because he needs the activation code so is there a way to solve this?

AT&T will unlock if it's out of contract.

Sounds to me like it is iCloud locked. Which means it cannot be unlocked...It is a paper weight

The password required for Activation Lock is the same one used to download apps, buy songs, etc. If he doesn't know that password then the phone is likely to be stolen and therefore you should absolutely not trade for it.
