I have an iPhone 4 here, my friend's. he wants to unlock it so it will be able to work in Israel.
I tried UltraSn0w and it doesn't work.

Are either of you AT&T members? If it's an AT&T out of contract phone you can ask them to unlock it.

Otherwise, use unlock_fusion's service on eBay. Only ways.
