iPhone XS Unlocking an IPhone XS

ok, so an iPhone XS has two IMEI Numbers, (primary and digital SIM). When unlocking through at&t it asks for phone number and IMEI. Do I need to do the process twice, once using the primary and once using the digital IMEI or does the first process unlock the entire phone?

It’s not clear to me what I’m unlocking, the phone, the IMEI or something else ?

Anyone know ?
