Unlocking from carrier (Bell)

I'm in Canada with a brand new Bell iPhone 4. Next year I plan on spending the winters in Florida. I'd like to be able to just buy a sim card from a local US provider while there. If I jailbreak the phone, can I do this ?
Also, when I head North again, if I just re-insert the Bell Sim card will I be good to go for Canada ??
