I have a jailbroken iPhone 4 on 4.2.1 firmware with 03.10.01 baseband. I'm travelling to Thailand on Monday and was wondering if I can unlock my phone myself before I head over there so I can just buy a sim and plug it in while I'm there.

I'm not trying to get ripped off by AT&T roaming.

I've looked all over and I'm constantly seeing that the 03.10.01 baseband is not currently unlockable, is this true?

Will the phone wiz's in Thailand be able to do it for me?

yeah 3.10.00 cannot be unlocked. you can try the gevey sim or would probably be better to sell your phone and get a factory unlocked yet
 
lol, you think any of the dudes in the Thailand stores can do it? I'm not willing to sell my iPhone, although I do have an old 3gs I might be able to unlock and use....

I don't think so. Those people just use whatever we have here. The cheapest way is to buy that Gevey SIM if you want to use your iPhone 4 there.
