Unlocking unactivated iPhone 4 question

My brother is getting the iPhone 4 from the States for unsubsidized price. He wants to use it in Lebanon.
I know it comes locked and whatnot.

My question is: how do I unlock it? do I need to get an AT&T sim to access the home screen so I can use jailbreakme.com?

Would an iPhone bought at the Apple Store have an at&t sim card? or would i have to get one from an AT&T store?
