Hey guys. I'm selling my (basically) brand new 5 on eBay, and this guy from Russia is asking for my IMEI number to see if it is unlocked...?

I'm pretty sure it is. I had ATT for a year but just switched to Verizon and got the 5S. Is it safe to give out that IMEI number?

I don't see why it's not. Using certain websites you can find out if it still has AppleCare, the phone model, capacity, color, lock status, et cetera. I personally wouldn't buy a used unlocked iPhone without verifying the unlock status via checking the IMEI online.
 
Is it safe to give out your IMEI in such a situation? Could the person who wants it use it to blacklist your phone without your knowledge? Not sure what benefit this would bring the person other than the opportunity to be a jerk, but just wondering. How to phone companies control who can report the phone lost/stolen?
