ATT authorized the unlocking of my out of contract iphone.

Can I do this solely with icloud. Erase and restore from icloud backup.

Or do I have to do this all through itunes, with my phone connected to the computer?

Even though they say you have to restore, that is no longer the case. You can just put another provider SIM in and you should be fine.
 
I've heard rumors re that, but is there any way to check other than popping in another sim card? I saw a link to imei.info which supposedly has a database of unlocked imeis. I suppose I could go to a t-mobile store and ask them to try one of theirs.

Would ATT themselves be able to consult a data base and tell me it's unlocked, or T-Mobile for that matter?

The only sure way to tell is stick another carriers sim.
You dont have to restore it or erase it.
