Officially Apple claims a 8GB max ram. Apparently OWC found that if it is a certain model it will unofficially support 16GB.

Sounds like it has to be a "certain type" of ram. Not sure if that is OWC jargon for "their product"?

Might run to local PC store today and check it out. How do these compare?

I bought the 16GB Crutial kit. I installed it and no boot. black screen but led "heartbeat" was steady on.

I swap memory modules around and swap one out with the old 4gb. Finally got it to boot with 12gb.

Not sure why it won't see 16?
 
If you have a 13-inch 2010, it SHOULD see 16GB.
If one 8GB stick works, try a different 8GB stick (Tell Crucial that you have one bad stick, they will replace it for you)
If you can't get the full 16GB Crucial to work, send it back - purchase the OWC RAM.
