Unresponsive 9.7 on screen and physical keyboard

somewhat often when using an app, just now messages, the on screen keyboard does not come on and neither does the physical one. I quit the program ands that doesn't help. I find disconnecting the physical keyboard and reconnecting fixes it. Is this a common problem?
