I think I've narrowed down an issue the symptoms of which are it won't do a clean shutdown/restart (requiring me to power cycle) and prior to that, my Mac Mini won't allow me to launch new applications successfully. Applications that I originally did not have to "force quit" seem to close, but their icon in the dock still shows a dot under them. When I right-click and say close, I'm forced to force quite those as well.

For example, if I try to open a recently used Excel file that is stored on my NAS over the network, if there's any issue opening that file and Excel gives the spinning beachball, eventually I have to force quit excel, and then the rest of my machine has gone to pot. A reboot will fail when launched from the GUI. If I'm able to get to Terminal and do a sudo restart, the screen will go black, but won't reboot and I have to power cycle.

Any way to troubleshoot this?

32GB RAM (from Crucial) and I did a "migrate my apps and settings" from my Mac Mini 2011 running High Sierra. I don't want to do a clean reinstall but I will if I have to. Any log files to look at? Should also add I've run Apple's Diagnostics (press D on power up) and it came out fine.
 
I would suggest that you try a reinstall of your system.
Not a clean install (erase, install from scratch), but just a simple reinstall of the system.
That may help out with your shutdown issues.
You can do that reinstall booted from your recovery system.
