Unusual ads everywhere, HELP?

As you can see in the attachment, I can see ads everywhere. Even in my iphone and my brother's desktop.

I tried to clear our browser cache everything. Nothing worked. Help?

We can see it literally everywhere. Even in spotify. Thank you!!!
