Unzipping creates zip.zip file

I tried to download

from this page

And i get 1 KB zip file and if i try to unzip it, i get filename.zip.zip file. Finder shows original file is zip file.

It's not a ZIP file. It's a plain text file with warning messages from a buggy PHP code. But the containing URL (with githubusercontent.com domain) is seem to be a pointing to a ZIP file. Rename the downloaded file to something.txt to see the content.
