Up convert

Can't squeeze prime rib outta beef steak.

The best I think you can do is up convert to that ratio and data rate, but you can't obtain a HD clarity from a lesser source. You -can- probably upconvert to a higher resolution, then spend half a day tweaking video fliters, sharpeners, contrast, etc. to achiever a crisper image, though.
