Up grade MacPro and PC compatible

I'm not a sophisticated user but want to upgrade the 10.5.8 currently running and also be able to access PC compatible links. I've thought about simply buying an inexpensive PC and utilizing that but my gmail acct says that they won't send me any more upgrades until I upgrade my software so I thought that I might be able to take care of both issues. I need to know the specific steps to take and what software to install for the PC issues. Thanks for your help.
