Update Apple ID Settings

Yeah I get that issue too. I’ve heard logging out and logging back in, with a restart in between, is supposed to fix it. But I don’t want to do that because I use iCloud Photo Library and don’t want to spend 4 days having everything re-uploaded when it’s already there. No thanks. I’ll wait and see if it gets fixed in an update soon.
I may have found what is causing it, but not entirely sure "why". I also may have fixed it without completely logging out of iCloud.
Under System Preferences > Apple ID > go to iCloud and scroll down to Keychain and you'll probably see it is not checked.
You can keep trying to check it, it prompts for Apple ID and local passwords stating it needs to upgrade the Keychain. Even trying to check the box while it still shows "Setting up..".
Instead of logging out of iCloud I logged out of my MBP under the Apple > "Log out User..."
I logged back in and went to the Apple ID > iCloud > and selected Keychain a few more times (went through the password prompt, etc.), however this time while clicking away, it actually pops up a box to prompt me for the passcode for my iPad.
It asked a few times for the iPad passcode along with local passwords and eventually the Keychain now appears to be enabled properly.
My current line of thinking is that iPadOS has modified the iCloud Keychain in such a way that the macOS Keychain is getting to stuck trying to upgrade the local file. Since the iPad passcode dialog isn't showing up, it's never able to complete the process. It only mentioned the iPad passcode and not my iPhone.
It's been about 15 minutes now with no more prompts and Keychain is still enabled.

Oh this would be great! I will try this tomorrow when I’m back at the computer! I’ll report back if it works for me.
I was able to rectify it by logging out as you stated, then when I went back in, keychain was finally checked. then went through the "continue" prompts a few times and typed in the info again and it finally stuck. THANKS!!
I noticed also a few things were unchecked such as Keychain and Media & Purchases. Tried rechecking them but the problem persisted. I even tried to log out of iCloud and back in but I got a persistent message that said I could not log out of iCloud if I saved a copy of the items to the Mac. I finally just gave up and was about to factory reset the whole Mac but instead I logged out of iCloud without saving copies and this seems to have done the trick.

You tried logging out and back in as suggested in another thread, they say that seems to fix it.
Ep, done that. Even changed the password. It’s still asking me. I’m redoing the Photos Library update right now and will turn on iCloud photos in its preferences when it’s done and see if that does it.
I wonder if this iCloud bug was in beta stages, as if it was it makes you wonder how it made it to the public release.
I just tried this and so far so good. Thanks for the suggestion. When I did it asked me for my iPhone code since I don't have an iPad right now. Also when I did that my enable message in the cloud came back in the message app
I had a similar issue however I’m back on Mojave now.
Definitely seems iCloud Keychain related. I don’t use iCloud Keychain but one of my devices did have it on during the issue. Wondering, if you don’t use iCloud Keychain, if you make sure it’s off on all devices prior to installing Catalina, I wonder if you don’t have the problem?

Ok. Fixed. I updated Preferences in Photos. It previously wouldn’t take a tick... √
It then asked me for the unlock code for my iPhone. Go figure?

still giving me an issue today. keychain remains unchecked and will take for awhile, but returns to the notification. im afraid to log out since I see another thread where people logged out and are now stuck unable to log back in. any other insight??

Exactly what is happening with my iCloud Photo Library. On day 2 and still "uploading" all my photos that are already there. I signed out of iCloud to fix the update Apple ID issue btw
So I did this this evening and it worked! Actually I didn’t even need to do anything once I logged out of my user account. I just logged back in and everything was checked and the warning was gone. Easy fix for me.

In case it helps anyone else, I was able to sign in after I opened the 'Photos' app and let it finish optimising 🤷♂️
Ditto, I had entered Apple ID password about 50 times before trying this and fine now.
The "Update Apple ID Settings" issue bit here too when I updated to macOS Catalina. Check-marking the Keychain option in iCloud as suggested in this thread seems to have fixed it. It asked me for both my Mac user account password and my iCloud password twice, now seems satisfied, and the check-mark stuck.
This was my only Catalina annoyance, and now it seems resolved. Happy here.
