update from iOS 7.0.x to 7.1.2 via ipsw

I have a 4s here that is still on 7.0.x and I'm not sure if I can activate it if I restore/upgrade to 7.1.2 via ipsw/itunes.

As chrfr has said, it is not possible.

Your only option is to stay where you are or upgrade to 8.1.1.
