I got this dialog box for the first time.

The Twitter app might be not so big...
but I also got this for Pages, which is +200Mb, much bigger than the 50Mb which is normally allowed to be downloaded over cellular.

I believe that's been upped to 100 MB as of iOS 7.

Do you have updates over cellular normally disabled in some way and/or automatic updates enabled?
 
Yes it's 100Mb you're right. I'm on 7.1.1

I'm on a 15Gb plan which I couldn't finish if I tried. I hardly have it connected to Wifi.

I regularly see my apps updated when I wake up in the morning.

I got the first notification about a week ago. Add those 8 days and that could be the day I upgraded to 7.1.1
 
I tried to download an update yesterday which was well over 100mb and got the usual message about "this app is too large, please connect to wifi" but when I tapped the download icon again anyway, my iPhone just downloaded it without protest. This all happened over 4G I should add, wifi was off the whole time.

I'm hoping this becomes the norm in iOS 8, I've got 10gb that goes mostly unused.

I noticed that too. Sometimes it'll download even though it says "cannot download"
 
This reminds me of the time when iOS 7 went live so I downgraded from the GM to update it and when I was on my way home I got a message saying I used up all my data, and I looked to see what used it all and ALL my movies downloaded on my phone and ALL my music. Cost me $75 -.-
