iPhone Update to iOS 13 before migration?

Now that people are receiving their 11's, did anyone else stay on 12.4 on their old phone before restoring via iCloud to their new 11 running iOS 13? Is that even possible, or should I update my old iPhone to 13 first before doing the iCloud backup?

What about my watch, should I update that too before switching over?
