Updated apps from computer

Is there a way to update apps when plugged into a windows computer? It's the only one I have access to. It did the software update but I have 9 other app updates that need done and limited on my data and can't seem to get good wifi anywhere to do it. (we live in a small town lol) I've tried reading online how to do it but still can't get it to work.

You can update the app in iTunes then just sync your phone. But if your computer has an Internet connection can't you use that to update your phone
