I'm not sure why the updated Netflix app supports video out for only the 4th gen Touch and was wondering if anyone knew why (i.e. is it Apple or Netflix or is it the hardware). Note - With the cable, a 3rd gen Touch can output video from videos stored on the Touch

Internally, I thought that the 3rd gen Touch was very similar to the 4th gen with the 3rd gen having a slightly slower processor but both having the same amount of RAM.
 
The faster CPU might be part of the problem. Or netflix likes promoting apple :)

The 802.11n Wi-Fi.... No, I'm just being silly....
Many factors might apply.... I'm not too sure.
There might be just the reason that Netflix wants us to get the best experience possible and the hardware is only working best on the latest ones.... IDK.
