No bouncing icon, no nothing. Clicking it does nothing at all. Not even right click open does anything.

Updated OS X now my Safari won't launch

if you have been clicking on the Safari icon in the dock, then try going to your applications folder and double clicking on Safari there.
Log out under the Apple in the Menu bar.
Log into Guest User.
Open Safari from Dock.
If it opens this indicates problems in your User's folder.
If it fails to open you need to run the Yosemite again.
