How do I fix wo restoring!

Always says all apps up to date.
 
I haven't had any app updates in more than a week now and when I checked for updates on iTunes there weren't any there either. So I guess because of the holidays there was nothing being updated. 

Once you update them on one device, it registers on your account as updated; so the updates won't appear on your iPad once you update from your iPhone. You have to sync your iPhone to your computer (to transfer the latest update) and then sync your iPad.

No, they should update on each device.

OP, is your iPad on 4.2?

Have you tried powering off your iPad and restarting?
