Greetings:

I also have a late 2013 6,1 trashcan. It's still running 10.9.5, which is obviously beyond ancient.
I would like to upgrade the OS to the final recognized version for that machine, which I believe to be Monterey.
However, I'm having zero luck accessing that installer (nor Big Sur, for that matter) from the Apple App Store.
Further, the options for "web browser" downloads are for OS versions even older than I have now.

So how does one gain access to these older OS installers?

Can anyone please advise on how to accomplish this?

Unfortunately, it's taking me to the same point which I've been; the link forces me to open the App Store app, and when I try and sign in to authorize the download / install, it just processes, and never completes the sign-in.
Now, perhaps that's more an issue of the App Store, running on that 6,1 under 10.9.5? Don't know.
My Apple ID is just fine, obviously, because it's signed-in on a million other Apple devices...

You can't upgrade Mavericks to Monterey, loads of BootROM upgrades need to happen. Upgrade Mavericks to Sierra, then Sierra to Mojave.

Already answer that for you from the start, you need to go with steps, Mavericks to Sierra, Sierra to Mojave, Mojave to Monterey. :)
 
...and hope that the Mac App Store will allow you to sign in to download each update (noting reportage today that Mac App Store signin is failing for earlier OS versions)
 
You don’t need MAS for downloading Sierra.

Update to Sierra and wait Apple to solve the issue with MAS logins, is working for some people since yesterday.
