Updating an app with a different apple id

On my work computer someone else downloaded xcode using there apple id. Can I update by entering my appleID? Can I delete xcode and reinstall it under my apple ID?

You have to delete it and reinstall.

Since it is tied to the Apple ID of the installer/purchaser, you can neither update it with your Apple ID nor can you redownload it with your Apple ID, you have to purchase it yourself.
