Can i update only safari but not update to 10.9.3, in app store i see it as a separate download, but I'm still not sure, i want a stable Operating System. But I've been running 10.9.2 beta for like 2 months but its perfectly stable.
 
No, you should upgrade away from that beta. It has the flawed SSL implementation and other security exploits.

Its the totally latest beta (might still have these problems though), but can i upgrade only safari for example?
 
So i downloaded non beta 10.9.2 i think, when I'm installing how can i see which version I'm installing i got to the mavericks site on app store and downloaded it but in my updates the latest version 10.9.3 beta which i don't want to have since i want a stable OS, how can i see which one I'm installing?
 
Download the 10.9.2 combo update from Apple's site and use that if you don't want anymore beta updates.

Safari 7.0.3 for 10.9.2 is exactly the same version of Safari as what's in 10.9.3 beta 13D33.
If you have updated to 10.9.3 and want to go back to 10.9.2, you will need to do a complete reinstallation of your computer or restore it from a backup. You can't simply uninstall system updates in OS X and you won't be able to install the 10.9.2 combo update over 10.9.3.
I have no idea what Intell is saying about the SSL problem as that was fixed by 10.9.2 and all of the 10.9.3 betas.

Again, Safari 7.0.3 for 10.9.2 is exactly what's in 10.9.3, so your answer is yes.
