if you updated the carrier settings over the air on your phone (going into settings -> general -> about will open the prompt to update), then try to connect your phone to itunes and see if it says it has a new update again.

I updated it through iTunes.
The problem is that the carrier settings are different from my carrier (my carrier is TELMORE, which uses TDC's net. I've somehow gotten the TDC settings).
