iPhone Updating to iOS 13.5.1 stuck on "Checking for Update..."

When I go to Settings > General > Software Update to check for the latest iOS update to 13.5.1 all I get is "Checking for Update..." with a spinning wheel. Is anyone else seeing this?

I've tried a hard and soft restart, checking for updates over WiFi and LTE ... no luck. Am I just too impatient or is there a known fix for this?
